Laws and Regulations - Puerto Rico

Welcome to homeschooling in Puerto Rico! We encourage you to discuss the laws and regulations regarding home education with other homeschoolers who live in your state, and especially with those who are knowledgeable about the homeschooling climate in your local community.
Homeschooling laws and regulations vary from state to state; there is no federal authority for all laws and regulations which can affect homeschooling.
Each parent who chooses to homeschool their children in Puerto Rico takes on a responsibility to familiarize themselves with the specific laws and regulations which affect homeschooling families in their state.

Puerto Rico falls
under the jurisdiction of the US Constitution. The
right to home school is a constitutionally protected
right which is guaranteed to parents under the 14th
Amendment. (Liberty Clause). If you are home schooling
with a truly religious conviction, then you are also
protected under the 1st Amendment. (Free Exercise Clause). Although
not specifically stated, homeschoolers are considered
NON-GOVERNMENTAL SCHOOLS as defined in the Puerto Rico
Constitution, Article 2, section 5. No notification
of or permission request to home school to the Department
of Education or any other official entity is necessary. For

constitucionales de los Estados Unidos. Por
lo tanto, derecho a educar a los hijos en el hogar es
un derecho protegido por la Decimocuarta Enmienda (Derecho

en principios religiosos y/o morales, tambiŽn se extiende
la garant’a constitucional de la Primera Enmienda (Libertad

es una escuela no-gubernamental. La educaci—n en el
